Laredo Fee and Rate Structure Improvements
LOCATION:Laredo, TX
Provided modifications to the City Ordinances relating to impact fees for land development and supporting the implementation of proposed fees. The revisions included changes to the City Charter to provide clarification of funding and fee issues. In addition, we are preparing a retail and wholesale water and wastewater cost of service study and for the City of Laredo. A rate approach and methodology were developed to establish a new wholesale customer class. The project objective is to achieve a fair and equitable water and wastewater rate structure that will assure adequate revenues for operations, debt service retirement, capital improvements, and bond covenant requirements. A cost of service approach using industry and regulatory guidelines was used to perform the study. A rate model was developed in MS Excel to be utilized by the City upon completion.
