Ann Arbor Water and Wastewater Rate Study
LOCATION:Ann Arbor, MI
Performed a retail and wholesale water and wastewater cost of service study for the City of Ann Arbor. A rate approach and methodology were developed to establish customer classes. The project objective is to achieve a fair and equitable water and wastewater rate structure that will assure adequate revenues for operations, debt service retirement, capital improvements, and bond covenant requirements. A cost of service approach using industry and regulatory guidelines was used to perform the study. A rate model is being developed in MS Excel to be utilized by the City upon completion. A significant portion of the utility’s customer base is outside the City limits.
