Dallas Park & Recreation Long Range Development Plan

This strategic plan focused on the recovery of a park system that had suffered from decades of decline. The plans consisted of 20 major tasks including extensive community input, inventory and condition assessment of all 450+ parks and facilities, demographic analysis, benchmarking, capital improvement plan development, and review of the organization and maintenance operations, management information system needs assessment, development of a web-based park inventory database system, program area analysis, funding and grant analysis, partnership development, revenue generation plans, and development of a new vision, mission, and strategy matrix.
A Management Information System (MIS) needs assessment included review and analysis of existing systems and architecture, documenting functions and responsibilities of each internal department along with lines of communication both internally and externally, and documenting reporting requirements. A needs assessment along with recommendations was prepared which will guide the Department into the future.
A Community Values Model TM was developed based on the values and vision identified during the citizen and stakeholder input. From this Community Values Model TM, a vision and mission statement were being developed to guide the Department into the future. Values statements were developed supported by goals, strategies and detailed actions. The plan was organized into a strategy matrix following a balanced scorecard concept to provide for a decision-making and performance measurement tool to guide both the appointed Park Board and staff. The study resulted in a long-range strategic plan that includes policy recommendations; facility needs, funding recommendations, partnership strategies, revenue strategies and scheduled priorities to guide the department for next 10 to 20 years.
