Industrial Surcharge Study

In 2006, Allegheny County Sanitary Authority (“ALCOSAN”) conducted an Industrial Waste (“IW”) Billing Study. The purpose of the IW Billing Study (the “Study”) includes an assessment of ALCOSAN’s current high strength surcharge program, an evaluation of alternative approaches for the recovery of the costs of treatment of wastewater with pollutant strengths greater than that from domestic wastewater, and recommendations to enhance the cost effectiveness of the program and to improve the equity of ALCOSAN’s wastewater rates.
