ALCOSAN Program Management

KBC has been selected to be a part of Allegheny County Sanitary Authority (ALCOSAN’S) Wet Weather Program Management Team. In coordination with the Program Manager, KBC will assist the Authority in developing the Financial Affordability and Capability Analysis for the ALCOSAN service area. This effort is in coordination with the Authority’s compliance with the Consent Decree.
- The development and maintenance of a municipal wastewater finance, institutional and legal data base covering the municipalities within the ALCOSAN service area. Data to be compiled include at minimum, current municipal wastewater budgets, current municipal wastewater rates/household costs and projected future wastewater capital improvements related to the municipal PaDEP / ACHD orders. The data base will also include, to the extent available, provisions of municipal sewer use ordinances related to extraneous flows and wet weather, provisions of service agreements between municipalities and service agreements between the municipalities and ALCOSAN.
- Work with ALCOSAN’s basin consultants to obtain and manage municipal budget and institutional information (e.g. sewer use ordinances, inter-municipal service agreements)
- Assist in the identification and analysis of institutional opportunities and impediments to the development of a least cost Wet Weather Plan, e.g. inter-municipal cost and resource sharing.
- Assist in the identification and analysis of municipal cost allocation and project funding strategies
- Prepare a baseline (2007) affordability analysis using USEPA’s affordability criteria based on current total (ALCOSAN and municipal costs) annual wastewater costs per household using a standard estimated monthly billed water consumption.
- Compile and analyze municipal financial data necessary to perform the USEPA financial capability assessment for current conditions (2007).
- Assist CDM as directed in addressing affordability and financial capability implications of wet weather controls and in developing financial implementation strategies for the Wet Weather Plan.
